Dubai Airports Established as a commercial entity, the Dubai Airports administers the operation of both Dubai International Airport and Al Maktoum International Airport-Dbai World Central. Dubai International Airport is the second busiest airport in the world and it comprises of three terminals: Terminal 1 serves all airlines, Terminal 2 serves FlyDubai, low-cost flights, chartered flights and special flights (Hajj) and Terminal 3 is for the use of Emirates Airlines only. Dubai Airports has announced its programme for expanding Dubai International Airport and its airspace to reach a capacity of 90 million passengers per year by 2018. Phase 1 of Al Maktoum International Airport features a runway capable of serving large aircraft (including Airbus A380), a terminal designed to accommodate 7 million passengers per year, a cargo terminal with annual capacity for 250,000 tons of cargo and a 92-metre high control tower.
